In a comedy, I have several scenes in a row that need to be in fast-motion. How do you write this?

There's no standard way. You could preface your scenes with something like "IN FAST MOTION" and then use adjectives and verbs that emphasize the speed at which things are happening.

How do you transition from scene to scene like this:
INT. CASTLE ADVERTISING - BREAK ROOM - DAY - FAST MOTION
Justin is sitting at the kitchen table -- his desk. He is building something out of candy bar wrappers, coffee cups, and plastic spoons.
Mallory enters and goes to the counter. As she pours a cup of coffee, some drawings she was holding fall to the floor. Both look at watches, slap their heads and run outside.
EXT. CASTLE ADVERTISING - FRONT OF BUILDING - DAY -CONTINUED FAST MOTION
Justin and Mallory get in a car and drive off.
EXT. STREETS OF SCHITTYWHUMPA - DAY- RESUME REGULAR SPEED
or like this:
INT. CASTLE ADVERTISING - BREAK ROOM - DAY
Fast motion, twice regular speed.
EXT. CASTLE ADVERTISING - FRONT OF BUILDING - DAY
Continued in fast motion, twice regular speed. Justin and Mallory get in a car and drive off.
EXT. STREETS OF SCHITTYWHUMPA - DAY
Resume normal speed....
Can't seem to find this one in the books. thanks.

Why do you want to do this in fast motion?

This would be a SERIES OF SHOTS.
You don't need scene headings for a rapid-fire series of shots like this.
Example:
INT. BREAK ROOM - DAY
Justin sits at the kitchen table.
SERIES OF SHOTS
In speeded-up time, Justin builds something out of candy bar wrappers, coffee cups, and plastic spoons.
Mallory enters and pours a cup of coffee.
Some drawings she was holding fall to the floor.
Mallory and Justin both look at teir watches.
They slap their heads and run outside.
Out on the street, Justin and Mallory get in a car and drive off.
END SERIES OF SHOTS
then EXT. STREET - DAY
But I have to say, these scenes don't really tell much story.....
