When you query a production company, who do you address the letter to?

The director of development, preferably by name.

Phone or email is more likely to get results.

dirtbottle mentioned Filmstew.com are revamping their phonebook section. It's a free database and included company rosters last I was on there, so it should be of some help in finding this sort of info.

Here's a piece of advice. Don't send a query letter. You'll wait till Christ comes to Moscow to hear back. Get on the PHONE! Have your log line ready to go and talk to the producer yourself. That way they'll fax you the submission agreement and you can send it all in in one nice bundle signed and ready to be read. It will save you MONTHS and MONTHS of waiting. Honestly.
