Having looked into him recently myself, I understand that he's an aquisition consultant, which to my mind would function more like a packaging producer than anything. There's no question that legit people do operate in that field, and there's no question that loads of talk with no substance litters the air between them.
If the script is specific and narrow in it's demographic, and the man legitimately has relationships that can make it into something special and profitable, working something out with him may be worthwhile. On the other hand, if I'm totally wrong and he pays cash on the barrelhead, then bless me sideways.
In situations where a fellow wants to work on a commission basis, the main thing is to veryify the relationships, and a history of success.
There are passionate people out there who have found a niche in the industry they love, and who use their sales skills to bring value to a business they love. They aren't right for every project, and like in any collaborative art, you need to bring on people who are right for the film you want to make, as well as ones who want to be involved.
Part of what makes a project manager-like producer right or wrong is whether the project needs to be shaped with things like casting for folks to "get" it, whether you need studios to understand it in the first place, and whether the guy has a history of the kind of success you are looking for with that particular film.

Ksana is a woman. I met her when I was selling my film. She worked for or was advising Harmony Gold in acquisitions at the time. She seemed nice and very friendly. We didn't go with Harmony Gold for distribution so I did not have any further dealings with her. I hope she does well as a producer.
