Does anybody know what the average low-budget film company pays for a 90 minute, spec horror script?

You're going to most likely be looking at somewhere between $5,000 to $15,000 -- depending of course on the actual budget.

Five to fifteen thousand, eh? Wow, I certainly wouldn't sneeze at that at all!
Right, this heartens me now to continue writing my proposed horror masterpiece THE RESURRECTIONISTS in the hope of attracting some interest....

That's only about £2,300 - 8,000. Try writing for the UK. Lots of money floating around over here these days for good UK based spec screenplays. The government and EU are dumping a lot of cash into development funds in an effort to revitalize the British industry.
You stand a much better chance as a newbie writer, gettiing a sale here than you do in the states these days. Once you've got some screen credit you'll find it a lot easier to get a break in LA.
