When writing to a production company, would you send your query to the person who has 'development' after their name or skip directly to the 'VP of' or 'Head of'?
Would the VP and Head of be too busy to bother with queries in the first place and just pass them off anyway?
Or would you just hit them all?

VP's and above do open emails. I've had DOD's, VP's and a couple of company presidents respond to unsolicited emails with ""please send", "sounds terrific", "I look forward to reading", or whatever. However...this is only when the material is very specific to their preferred genre and it's being read at another company the VP knows and does business with.
For example, if you want to submit to Lions Gate, focus on companies they're partnered with (2929, Evolution Ent, Twisted Pics, etc). You still need a strong, marketable title and simple, marketable concept, but it's easier to get reads at these companies and once you do, immediately query other co's...
"Kent Kubena at 2929 is reading 'TITLE', can I send you a copy?'
It's a funny business, I can get the Presidents of a few companies to respond directly to my emails, but if I aim too low (i.e. anyone with an open submission policy, Benderspink/Jon Klane), I don't get d*ck.
