I have an original pilot that had a little bitty fire under it until it fell victim to the strike. It was suggested that I find a showrunner who might be interested. Do I go through the HCD and send query letters to showrunners who have shows that are the same genre as the one I've written? Also, would the query letter be any different from the kind I would send any other producer?

I don't think that's a great suggestion. Unless the showrunner has a production company that is actively looking for projects to produce, they are not going to be interested or willing to expend energy getting someone else's show off the ground when they need it for their own projects in development.

I don't know much about it but I can say I've heard of a lot of people making webisodes to get attention. Or shooting a few scenes-- not even a pilot but kind of the essence of what the pilot would be.
