Whose case would this be?

I want to clash two officer against each other. One who handles rape situations and the other murder. Excuse if I am dumb, would they all be under the same department.

I have a LT. who is working on a case that involves a possible vigilante.

A person has been shot, but does not die. The evidence points at the vigilante.

The person shot does not want to finger the vigilante because he is accused of raping a woman during this same period.

Would it be possible that an two officers in separate departments clashing heads over this case. One on the rape case and the other trying to put his nose in the case because of a possible suspect who had commited murder (the vigilante). The officer looking at the rape case wants the other officer off the case.

The only suspect is the rapist who is claiming the woman raped him after he was shot. The only two witnesses is the rapist's friend who helped with the rape and the man who shot the rapist. The rapist knows that he needs to kill both these men.

It depends on how large of a Police Department you have in your story. If it is large enough to have several different investigative departments (LAPD, NYPD, etc), then murder would be handled by the Homicide detectives. Rape might fall under Vice, Assault or Sexual Crimes- policies vary by agency. But from what you have written, the person shot did not die, so Homicide would not get involved (he has to die for this). So, you could possibly have a situation where two different detectives in the same dept (Assault) are handling two separate cases which they then find out are related. Maybe you can make them rivals forced to work together.

If you kill someone off in order to have these two cases in two separate depts, most likely (in a real world situation), Homicide would take precedence and, thus, overall control of the case. But then again, this is Hollywood!

Now keep in mind, my knowledge of this is limited- I was only ever a police dispatcher. So if there is a current or former police officer here, then I defer to their opinion.

I am thinking New York. I need a large park. I have used some of the info on rape and murder cases in New York.

For future references, some small towns it's the Sheriff who
handles everything from rapes, murders, muggings, to
highway accidents.

Hey- glad my 7 1/2 years of screaming at officers on the radio can finally be of use to someone!:D

You should also check out NYPD's official web site (http://www.nyc.gov/html/nypd/home.html) for detailed info on how that department runs, its organization and history.
