It's pretty much just a random drawing, but that shouldn't stop anyone. Just don't go into it thinking that you write the best scene, you're going to win:

"3. Award of Prize
A random drawing will be held on June 29, 2009 from all eligible entries received and every effort will be made to notify the selected entrant by telephone or email or certified letter within 7 days of the drawing."
