Do people who win the lottery usually go on TV?

I'd say, it depends.

In California, there are two draws per week, and I don't hear or see a peep about "routine" jackpot winners. It used to be the local paper ran a section, and you'd occasionally see a winner at least mentioned on the local television news if they were even relatively local. Interest was higher when the lottery was new. No more.

There is a second-chance "big-spin" TV show, I think devoted to scratch and, *sniff*, losers. So they're on TV constantly.

Mega-winners used to appear on television in a news-conference type-deal hosted/presented by the lottery. It was good advertising for the lottery, and I'd believe they're still actively promoting the newly rich in the same way. Once the winner stepped forward to claim the prize, their vocation and general location were typically announced. If something like that was in your story, I'd believe it without a second thought.
