I was trying to make sense of WGA's screen credit manual and I have a question. Maybe I am sleepy, but it didn't seen clear.

Can a script have a screenwriter get a Written By credit at the same time the same writer and a different writer share a Screenplay By credit -- all on the same script?

Nope. Written By equals Story By plus Screenplay By.

But if it's not WGA, they can do whatever they want.

So written by can only happen if no other writers have screenplay credit?

"Written by" can only happen if the exact same writers are credited with both story and screenplay. If you have one or more writer who only qualifies for one or the other, you won't see "written by."
