"Written by" can only happen if the exact same writers are credited with both story and screenplay. If you have one or more writer who only qualifies for one or the other, you won't see "written by."

If a project becomes a signatory, the entire project is subject to signatory obligations. Producers and companies can't make just part of the project subject to WGA jurisdiction; it's all or nothing.
