I think the reason for the comparison is the use of the terms "consider" and "consider with reservations" (still not sure what this one means) which carry over from Andrew's days as a studio reader.

I don't think anyone would expect to be hired by the UN to translate Russian if they weren't fluent in Russian. I think everyone understands not to apply for that job unless you're fluent.
