Default PBS Children's program

Hello all,

I have an idea for a children's program and am currently finalizing the treatment, but had a couple questions and was wondering if someone could help me out.

First of all, what should the treatment include? As of right now, it has character descriptions, format (do I need to have a synopsis in here?), prevelence and bio sections. Am I missing anything? Do I need to include anything else other than a treatment for consideration from a PBS-producing station? I'm asking this because they take projects at any level of development, but I want to know what a "standard" submission might be

Secondly, what is the proper format for submission with the treatment? Do I send a cover letter and what should I include; or do I send something more like a query letter where I am trying to grab the attention of the reader?

If anyone can give me any insight on this, I would really appreciate it!!
