Others have said that character and plot are interdependent, they have a simbiotic relationship.

Sometimes you have to adjust your character to fit the plot. Other times adjust the plot to fit the character. But at all times your characters must be motivated and have the capability to act a certain way.

I cannot know everything about my character when I start writing the story, no matter how much I outline. As I write I learn more about my characters.

Don't forget that your characters come into the story with motivations. But they are also motivated by what happens in the plot.
