You're right it's about geography too, although a new scene is usually new in several ways: place, time, characters, and purpose. And mini-slugs are definitely a good way to move between parts of a location within a scene.

It's just about clarity.
I don't think any of us can honestly say whether your "mini-slug method" is clearer than no mini-slugs. It really depends on the situation, to me. Will mini-slugs make the writing clearer? If so, use 'em. If not, don't. I'd recommend posting some pages. You'll get better informed answers.
