I believe it to be a flaw in the managers and agents - they have no system set up to sign working unrepresented writers... and they are doing nothing to correct this flaw. What is wrong with them?

Personal question. I know you've had quite a good deal of success in your career, all without an agent/manager...have you ever (or at least in the past 5 years or so) been approached by a rep? Just curious if you're actually interested in representation at this point, since you've done well without it.
