Well naturally. But I was referring to films that emphasis one element over the other.

Plot is ACTION - people doing stuff.
The people doing the stuff are the characters.
Rocky does stuff - interesting stuff. He also happens to be an interesting guy. The combination and juxtaposition of both is why people like the film so much.

If plot-driven means interesting stuff happens, tension builds, and there's a resolution, and character-driven means unlikable characters sit around navel-gazing, then I much prefer plot-driven movies.
