Default Network buying story for series pilot?

Let's so you had written a short that garnered interest in being turned into a television series and a prodco got a network interested in filming a pilot based on this short. Is there a guideline to what is paid for the rights? Assuming they were going to use their own writer's for the pilot and series and would just be purchasing the story, would they maybe pay certain percentage of the budget?

I've seen a book optioned for $5k by a major network/studio. So there's that.
