Here are two ads from IndieWire (which is a good place to begin -- little money, but sometimes festival exposure and networking possibilities):

We're looking to shoot a short 10-15 minute film for the festival market. The project will have a low to no budget.

The scripts could be in any one of these genres: drama, comedy, thriller. (no action, sci fi, or anything that needs CGI or elaborate stunt work and special effects). The fewer locations and characters, the better.

I am a director looking for short scripts up to ten pages long to produce in digital formats this fall and winter. Proof of ownership (copyright/WGA) must be provided. Comedy, musical, supense thriller, drama. Looking for strong characters and simple plots. Explicit stories too, but not porn. I can pay up to $50 for each piece, plus 10% of any future revenues generated by festivals and distribution for the next 10 years. I will reserve the right to revise it to accomodate production resources. Send scripts as RTF file or Final Draft...cinephile7@hotmail.com

If you're looking to sell it or get it made, contact producers of commercials who are looking to get into features, or contact a local university with a film program (e.g., NYU). Students always need shorts for their term projects.

If you're looking to just get it noticed, submit it in to some short script contests.
