I'm going with Beyond Thunderdome, but only if we're basing this on the perspective of the age we were at release time. I remember liking the Mad Max films as a kid, but when Thunderdome came out, I could finally relate to the series and really loved the story. Now, I'd go with the second one, but I'll never shake the impression the third film had on me.
As much as everyone panned the ewoks/endor storyline, for my age at release, ROTJ was the bomb! Though being pressured by my peers I might have told you Empire was the best (but I'd be lying at the time). Now, Empire is clearly the best film of the whole series.
Also, and I can't believe it hasn't been mentioned, but ROCKY III is by far the best third film in any series, ever. I mean it's Clubber Lang!

Everything up to the point where the invincible green army shows up is undoubtedly the best the series had to offer, but that point and everything after it was the absolute worst the series had to offer. That film got atrocious very fast and stayed that way until the credits rolled.

Sure, Freddy's powers kind of arbitrarily changed, but it has some of the most surreal dream sequences in the entire series, and Freddy was still relatively scary and mysterious. Jack Sholder is actually a pretty badass director, he's responsible for the classic THE HIDDEN. Also, there's a bunch of hilariously unintentional gay subtext that makes it an entertaining oddity.
