I was on the BBC site over the weekend, and I'd been there before, too, because they seem very open to feature screenplay specs. It's one organization I'd trust.
It seems that while they encourage submissions they appear to expect hard copy. I guess they presume everyone's submitting from the U.K., but even then they should include the ability to shoot off PDFs (for the sake of the "environment", if nothing else). I think (though don't quote me!) that they only accept submissions from people from or based in the UK. The BBC is funded by taxpayers, and so is beholden to some of the same limits that close, for example, Telefilm and the Provincial Film Boards to non-Canadians (have many heartbreaking years of experience trying to get projects funded in Canada - not pretty!).
