I don't think you need to be so concerned with the antagonist as with obstacles/antagonism. I think there needs to be some sort of antagonism from page one. But as far as an antagonist personified, that's up to your story.
In some stories part of the arc would be finding the antagonist. In others it would be up front.In the former, part of the "forces of antagonism" would simply be the search for the antagonist. If that makes sense...
