Using tattooed as a descriptor doesn't necessarily in and of itself connote menacing, but it quickly helps paint a picture depending on who, what, and where you pair it.

A tattooed wannabe rock musician vs. a tattooed ex-con gangbanger.
A tramp stamp that reads "Property of Justin Bieber" vs. full sleeves of white supremacist symbols and code.
