It means you take each act an divide it into four strands of story, character .....Nah just kidding.
It's money. The audience. The marketing people split the audience into four groups[ my definitions!] Kids, Teens, Yuppies, Oldies. A four quadrant movie appeals to all of those.

A story that has danger, conflict, emotional impact, comedy, drama, romance, a colorful environment, twists, turns, sword fights, gun shots, rain and sunny weather, a dopey sidekick, and a cute pirouetting dog in a short dress.
I think Deus and CE conspired to coin the phrase

I'd also point out that black & white should be considered.
Most films that are wildly successful are successful because they appeal to audiences of all races. Movies, on the other hand, that seem specifically geared towards white audiences or black audiences usually aren't as popular.

And even if you think you ARE writing a Four Quadrant film, there's no guarantee it'll connect with audiences in the way you or anyone at the studio predicted.

How many times was Apocolypse Now turned down as a movie? How many times was Harry Potter turned down as a book? Yup, it's a crapshoot. But if you have passion and voice then you lessen the odds of being bought. Then the marketers can do their thang. Whatever the heck that is.

4 Quadrant Writing, I think, comes more into play when you are picking which script you are going to write rather than when you are working on an individual script. When writing a script, it has to be all about what makes the story work, not "maybe I should put something in there for girls and kids."
But, of course, if you realize that the script you are working on is only going to appeal, for the most part, to white guys in their twenties (like so many amateur spec scripts), you might want to pick another script to work on.
