You can be a Nicholl semi-finalist with a 8 score and get no response due to the logline. Script hosting sites, pitch fests, competitions etc. can, at best, get your logline in front of people you want to get it to. At that point your score, placement etc. becomes pretty much irrelevant and it becomes all about the logline.
100%, I'd hope every writer spends a lot of time formulating a compelling logline.
