Well, for starters, if you're a woman, over 40, or disabled in any way, you're still considered "diverse" in terms of those programs. It's not only racial diversity they're looking for.
Also, my understanding is that some of the programs started out specifically as diversity programs, and are now a little broader in terms of whom they accept. I could be wrong, but I believe that's true of the Disney Fellowship. Don't know about Fox and CBS.
The WGA training program IS a diversity program, and has very specific elegibility criteria (listed in their guidelines).
I think that for any program that doesn't specifically state criteria, you should absolutely apply, especially if it doesn't cost anything. What have you got to lose? If it costs $$ and you're concerned, I'd call the program office and ask.
