Fortean's wikilink may explain it all, but since you asked an obvious question, in many places there's also a distinction of jurisdiction and budget: sheriffs have jurisdiction in counties outside city or town limits and are supported by county budgets, not city $$$ etc.
It's an interesting issue, sometimes (at least around here), whether county cops are more or less racist or redneck than town or smaller city cops.sigpic

Sheriff's are usually county employees and police departments are funded by a city. So if you go outside a city limits, the Sheriffs are usually in charge. And jails - because they are usually run by the *county* rather than the city.
Here in LA we have some strange jurisdictions, so West Hollywood has *no* police force, they have County sheriffs patrolling. West Hollywood borders Beverly Hills and Los Angeles that *do* have police forces. If a dead body is found on the border between two jurisdictions... (I'm pretty sure there's a Harry Bosche novel that uses this).
