What is a documentary?

What qualifies a film as a documentary for the Academy Awards or for other film festivals/competitions?

Does Michael Moore make documentaries? I'm a liberal, and after watching F 911, even I had to admit it wasn't a documentary, but purely a means to promote his own agenda.

What rules/boundaries/restrictions must be adhered to for a film to qualify as a "documentary"?
