I'd put Tommy Boy in there, but I think it might have been PG-13.
I like Fast Times at Ridgemont High, but I really never laughed that hard. There were a lot of amusing anecdotes about HS life (especially in the 80s), but no real laugh out loud comedy situations. It doesn't set up jokes or punchlines like the others I listed.
Same thing goes for films like Vally Girl, Dazed and Confused, etc. They show a lot of inside jokes that we all chuckle at because we remembers those times, but they don't set up comedy and deliver it.
